I thoroughly agree with your article, “Installing Time Bombs,” in the August Onsite Installer. It has been my observation, and it is my opinion, that no matter who the entity is and no matter what level of EPA Model Code the onsite system is operating under, there are still these same issues you described in your article.

The main problem I see is that if we as professionals do not change our ways, we will be run out of town by utilities. So, my proposal, which I have heard being kicked around before, is to have a licensing board established. This board could be funded by manufacturers, but not dominated by them. Also, it should be run by the professionals seeking the right to obtain and maintain a board-issued license.

Once this board has been established, it would solicit state-by-state recognition. The entry level for licensing should exceed any and all state minimum requirements, and qualifications should be policed by the board. An individual who is deemed to be incompetent to meet the board’s standards would be reprimanded by the board, and the state in which the individual works would be notified of the actions taken. A person who lost a board-issued license would forfeit any recognition or fees paid to the board.

It is simply too easy for anyone to get a license by current state standards. There are also issues of enforcement. This board should be responsible for investigating allegations of wrongdoing. Once the board is accepted by each state, it may be possible for the board to receive financial support from the states or from the permitting of each installation. I could go on, but you can see the picture.
