Pollution limits set by the U.S. EPA to help clean up the Chesapeake Bay are being fought by 21 states that fear it will result in the federal government taking away power from states to regulate water quality. The original suit by the American Farm Bureau and other groups was dismissed in September because a lower court ruled the EPA, six states, and the District of Columbia had voluntarily agreed to the plans.
